Yes, I use the latest Lr Classic C. Interesting your usual max on Clarity and Dehaze; I tend to venture up to the mid-teens on one or other, or both depending on the image.

Noise and sharpening are the last operations. For a special image or one with particular noise issues, I take the image into NIK filters, the Dfine2 filter is very good both for regular noise and banding.

I had a try with the NIK filters a little while back but they proved unstable. Think it was around the time when Google bought or sold them and development was lagging behind current operating systems. Thus I had what was perhaps an unfortunately bad experience. The improvement in your sample images is impressive so maybe time for me to take another look.
