Yes, it makes sense to read the topic itself cronologically, but when replying I am assuming you have read the topic and when typing a reply the review is there to refresh your memory as to what was said in the topic, in this case it makes sense to see the most recent posts at the top immediately under the editor.
I have made a quick change, settable in config.php, that turns the REVIEW posts to newest first - if you want this to be user settable then I can add it to the preferences.
