I read that as ....the double update referred only to versions 1.0 > 1.12. (as per the title). The current version is 1.15....so doesn't need the double hit.
I applied mine twice and I was on latest version (v1.12) before this. It allowed me to reapply it.
I find this very strange as it is binary like 1/0, yes/no, either it works or it doesnt! Hey whatever as long as it still works and better then I will apply it.
