I suppose the next thing would be to try different shutter speeds (as JK says) but I would try handholding and varying the ISO (to keep the aperture constant) to see if it is camera movement. The effectiveness of VR is often over stated by Nikon. But I wouldnt have expected to see any camera shake at 1/60th.
