You should be able to clean install Lion without Snow Leopard being present, I have done it several times.
Mountain Lion will clean install and go on top of Lion if needed. It is NOT a good idea to migrate any applications or utilities from Lion to ML, get fresh versions from the creators.
Yes I can as well. I can do a full clean install from my homemade USB Lion installer.
