I have not seen (noticed) any difference in the way Mail works for a long while (Years).
Notes does seem to have some anomalies in the iterations of editing existing notes, all of a sudden it will create a 'New' Note, and switch focus to that leaving the previous version as it was before the edit, I think...
I have only just noticed it in the last week or so.
